Europe felt a moment of respite on Monday, as the tension sparked by the introduction of a new 28-point plan for achieving ceasefire appeared – briefly – to have been defused. A American diplomat spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its response: an extensive attack of missile and drone strikes on Kyiv.
The Rhythm of Peace Talks and Military Action
The sequence of opposing developments captured the harsh reality of the current period. By day, political struggles are fought: positive announcements are delivered from multiple capitals. Immense energy is expended on managing particular approaches. By night, Russian leadership clearly shows the world that, for them, war remains the primary tool for achieving "resolution".
After-Dark Attacks
As the offensive developed into the early hours of Tuesday, the present situation of Ukraine's exposure was laid bare. Ukraine is capable of detecting missile launches from across the border, a ability afforded by current data. From witness perspectives, defense planes that had been dispatched to engage hostile cruise missiles roared overhead – modern combat jets delivered to Ukraine by European allies.
Moments later, Kyiv's anti-aircraft weapons engaged: defensive missiles fired to intercept a hostile projectile. This was a advanced protection mechanism at work, presumably supplied through Western nations. Every launch shakes the surroundings, shaking the windows. The moment of terror quickly transforms into grim resignation: possibly the approaching threat won't strike its target this time, sparing the city from ruin and further power outages.
Persistent Threats
Soon after, a large-caliber weapon fired at a drone somewhere nearby, part of a mobile-fire group – almost certainly allied-provided weaponry. Regrettably, the bullets missed the enemy aircraft – it maintained course toward its target.
Periodically, this continued until dawn. Kyiv faced the morning news: multiple fatalities, devastation and infrastructure problems in many homes as a result of the night's assault. As always, everyone still continued their routines – experiencing conflict. But those entire period demonstrated Ukraine's essential dependence on international aid – a reliance that European nations are demonstrably unable to fill in the near term.
Ineffective Peace Efforts
The comprehensive proposal from US administration generated strong feelings, controversy and serious worry – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after earlier high-level meetings and bilateral conferences.
Every new initiative from US leadership unfolds according to the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, effectively counters. They stabilise the situation but never actually secure success. This pattern will, certainly, endure.
Political Considerations
It is easy to blame particular leaders of consistently pushing Moscow's conditions. But that does not seem to be the entire situation. US administration functions according to a premise well known to seasoned negotiators: you cannot secure via talks what you have lost on the battlefield. The White House assumes that it is unfeasible to force Russia to abandon the areas that it already controls in Ukraine's southern or eastern regions.
The problem is that while recognising this factual reality, American administration does nothing to prevent Kremlin actions, through words or deeds, from assuming that the status quo will not evolve additionally in its advantage in the months ahead.
Divergent Views
Therefore, Moscow is convinced that time is on his side – that Ukraine and its supporters are coming close to fatigue. Their incentive to sign a deal that does not give them the maximum possible gain is almost completely absent. There may be numerous efforts to stop fighting, but they will carry on as long as Russia's government remains highly assured in the result.
On the contrary, Ukrainian leadership believes that Ukraine can still endure, gradually sacrificing lives and land but avoiding a complete military breakdown until situations evolve in its favour.
Existing Situation
Factually, there are no genuine requirements for a truce. Now, personal considerations are becoming relevant: personal goals to mediate resolution and obtain worldwide acknowledgment, and Kyiv's twin challenges – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the flag against any initiative Kyiv finds unacceptable, so that their priority does not shift toward internal issues. And although their objective will now be significantly challenging after current events, it remains quite doubtful that this will change their overall approach.
These opposing factors are guiding negotiations.
Assessment and Future
It took a mere seven days to terminate the suggested clauses of the most recent proposal. Aggressive and erratic handling of the matter by American leadership, pushback by Ukraine and the other European countries, along with calming attempts of representatives, and finally, current information leaks, all served their function.
While new initiatives based on old ideas are imminent, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to fend off political attacks from Washington that are rooted in Kremlin requirements and demonstrate specific hesitation to change the course of events, if they maintain solidarity and improve their protective measures at a much faster pace. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the coming months, primarily depend on sustained allied backing.
